It can be many things - added sugar that came out of the solution, glycerol, fragments of the cork (sometimes, the bottler uses artificial cork that is not resistant to alcohol and dissolves on contact), or other impurities from poorly controlled bottling process. Rum should not contain any such thing, so I would advise to return the bottles - I did it once with an expensive bottle containing cork fragments, and they replaced it without problems.
